143rd Street Phase I Study Lemont Road to Bell Road

The Will County Division of Transportation was looking to upgrade 3.5 miles of 143rd Street (County Highway 37) from a two-lane rural facility to a four-lane urban facility to address increasing traffic volumes. The project involved preparation of a project development report, environmental coordination, location drainage study, tree survey and a preliminary environmental site assessment. Phase I services also included wetland delineation and mitigation, topographic surveys, intersection design studies, noise analysis, crash analysis, geometric studies, hydraulic studies for various tributaries to Long Run Creek and public involvement. Key project challenges included accounting for the existing constrained right-of-way, the desire to minimize wetland and floodway/floodplain impacts and numerous underground and overhead utilities located within the right-of-way.
