Municipal Development Plan & Land Use Bylaw Rewrite

Seeking improved clarity and functionality in its planning documents, Big Lakes County asked V3 to evaluate and update its existing Municipal Development Plan (MDP) and Land Use Bylaw (LUB). A detailed review of the existing documents and a rigorous engagement process yielded a primary goal of simplifying the plan, resulting in the removal of several redundant and superfluous sections from the MDP and revisions to clearly guide development within the County over the next 30 years. The updated MDP informed revisions to the LUB, including those related to seasonal recreational developments. V3’s iterative consultation process led County staff to identify a need to update existing Hamlet Area Structure Plans and add a dedicated staff member to enforce development regulations in the Land Use Bylaw.
