Water Reclamation Facility Headworks Improvements
This $21.5 million project represents the City of Winchester’s largest infrastructure investment to date, modernizing critical components of its Water Reclamation Facility (WRF) to improve reliability, capacity, and operational efficiency. Originally built in 1960 and serving over 11,000 residents, the WRF faced aging equipment, structural deterioration, and capacity limitations that led to historical sanitary sewer overflow events. We partnered with Brown & Caldwell to design and deliver a new Headworks facility featuring advanced influent pumping and screening systems, ensuring compliance, resilience, and readiness for future growth.
KEY CONTRIBUTIONS:
Funding Assistance & Preliminary Design
We supported the City in securing funding and collaborated on the Basis of Design Report, outlining improvements including a 12.75 MGD influent pump station and dual multi-rake bar screens housed in a new Headworks building.
Comprehensive Civil Design & Permitting
We provided surveying, site civil design, demolition and relocation plans, permitting assistance, and floodplain analysis to ensure regulatory compliance and efficient execution.
Utility Relocations
We managed temporary and permanent relocations of critical utilities—including trunk sewer, storm sewer, sludge digester systems, and force mains—while maintaining uninterrupted WRF operations.
Bid Administration & Schedule Acceleration
We prepared cost estimates, assisted with bidding, and prioritized design efforts to meet an aggressive timeline, enabling construction to begin in early 2025 with an 18-month schedule.
Construction Administration Services: Our team continues to provide shop drawing review, RFI and change order requests, and engineering site support. We provide timely and thorough review and responses, looking for value where cost savings can be found, and keeping the contractor on schedule.
