Carthage Downtown Master Plan & Revitalization

Carthage, a small town with a storied history and strong community spirit, serves as the governmental hub and county seat of Moore County. Its historic courthouse circle is both the symbolic and geographic center of downtown. The Town sought to revitalize this core area and create a cohesive vision for the future, focusing on pedestrian safety, accessibility, and vibrant community spaces. We partnered with Carthage to develop a comprehensive downtown master plan and are leading detailed design and construction administration to bring this vision to life.
KEY CONTRIBUTIONS:
Master Planning
We collaborated with NCDOT and Kimley-Horn to design a pedestrian-friendly environment that encourages residents and visitors to gather, shop, dine, and enjoy local events throughout the year. Our plan introduces widened sidewalks and corner bulb-outs to improve walkability, upgraded crosswalks and pedestrian refuge islands for safety, and outdoor seating courtyards that create inviting spaces for social interaction. Enhanced hardscape, landscaping, and site furnishings further support a vibrant and accessible downtown. The master plan was approved in late 2024.
Prime Consultant Leadership
We are serving as the prime consultant for the Downtown Revitalization project, partnering with Kimley-Horn and LKC Engineering to guide detailed design and construction administration. The Town secured two grants to fund the initial phases of work around the courthouse circle. Permit drawings are scheduled for submission in September 2025, and construction is anticipated to begin in early 2026.
