Simon Moon Park—a monumental park redevelopment in Westfield, IN—has now won three awards for its excellence in stormwater design and landscape architecture. Our team was honored to provide master planning, landscape architecture, and civil and water engineering services for this landmark project, and we are thrilled to see the results celebrated throughout the industry.
After a multi-year reimagining, Simon Moon Park has won:

About Simon Moon Park
The City of Westfield is the sixth fastest-growing city in America and is committed to enhancing its community’s quality of life. In 2018, the City kicked off efforts to transform two decommissioned sewage lagoons into an extension of Simon Moon Park. The goal was to not only enhance recreational opportunities but also introduce regional stormwater management benefits—an element previously absent due to intentional diversion of runoff away from the lagoons.
After the site received a clean stamp of approval from the Indiana Department of Environmental Management, it was time to turn a previously unusable space into a thriving community asset.
Phase I Improvements (2021-2025)
V3 stepped in to lead the master planning and design process for Simon Moon Park. We facilitated a collaborative charrette to develop the vision, working with stakeholders to highlight the area’s native environment and introduce new stormwater management techniques.
To do so, our project team designed a 9-acre pond that balanced function, recreation, and ecological enhancements. Key features include a recirculating ecological treatment system that improves water quality by filtering runoff through vegetated shelves around the lake’s perimeter. Today, the site manages stormwater runoff from approximately 74 acres, significantly reducing discharge rates to Cool Creek. This provides critical floodplain relief and supports future development opportunities along the SR 32 corridor within the watershed.
Additional Phase I improvements further enhance the park’s versatility by introducing boardwalks, trails, and an improved sledding hill.


Phase II Improvements (2024-2026)
Work continues on Simon Park Moon. While Phase I concluded in Summer 2025, the next wave of improvements will launch in 2026. These amenities will improve access, comfort, and functionality throughout the park, connecting residents and visitors to this unique natural environment.
Phase II improvements include:
- An outdoor classroom
- Amphitheater
- Accessible canoe launch
- Sledding pavilion
- Playground
- New picnic shelter
- Scenic overlook off the Midland Trace trail
